How early to apply? any norm for International applicants? I am currently in R3 and would like to evaluate my chances. I am a International applicant.

R1 & R2 is advisable for International applicants - gives as much time from admit to visa/and such operational issues.

R3 is good if you think is at its best (essays, gmat and the works) and that you are very competitive. Some univs have 4 or 5 application deadlines...and R3 in such case is no issues. Some univs specify final appln deadlines for International applicants - R2 in case of Purdue - they accept no international applicants post that.

The thumb rule is to apply when you think you are ready. A strong R3 application is anyday better than a not-so god quality R2 application. So just go for it.
