Is the number of seconds required to travel d1 meters at r1 meters per second greater than the number of seconds required to travel d2 meters at r2 meters per second?
(1) d1 is 40 greater than d2. (2) r1 is 40 greater than r2.

We have to compare d1/r1 with d2/r2

Statement 1, we know d1 = d2 + 40. However, without knowing anything about r2 and r1, we cannot conclude. Down to choices B, C or E

Statement 2, we know that r1 = r2 + 40. As we do not know anything about d1 and d2, we cannot conclude. Down to choices C or E

Combining two statements, we have to compare two fractions (d2 + 40) / (r2 + 40) and (d2 / r2).

If d2 < r2, then (d2 + 40) / (r2 + 40) > (d2 / r2).

Conversely, if d2 > r2, then (d2 + 40) / (r2 + 40) < (d2 / r2)..

Hence, we cannot conclude.
